New Bellwater State Deal Sends Students Straight From Classroom to Turbine Floor


For years, Bellwater Turbine Works has complained that the region's schools weren't producing enough qualified technicians fast enough. Bellwater State's answer, unveiled this week, is a five-year agreement that puts the company's engineers inside the university's classrooms and its students inside the company's plant.

Under the agreement, signed at a ceremony inside Bellwater Turbine Works’ converted steel-plant facility, the company will guarantee 40 paid apprenticeship slots per year for students enrolled in the university’s wind-turbine maintenance certificate program and its newer bachelor’s track in renewable-energy engineering. In exchange, Bellwater Turbine Works engineers will help redesign portions of the university’s technical curriculum and rotate through as adjunct instructors for hands-on lab sections.

“We have been training students for jobs we hoped existed,” Chancellor Eleanor Castellano said at the signing. “This agreement lets us train them for jobs we know exist, because the company building those jobs is sitting at the table telling us exactly what the work requires.”

A plant still short on technicians

Bellwater Turbine Works has roughly 60 unfilled technician and assembly positions at its Foundry Row-adjacent plant, according to Rosalind Kemp, the company’s vice president of workforce development, who has spoken publicly for two years about the gap between the plant’s hiring needs and the pool of locally trained applicants. Kemp said the company has increasingly had to recruit technicians from out of state, a costly and slow process compared with hiring locally.

“We can build turbine components faster than we can find people qualified to assemble them,” Kemp said. “This partnership is our attempt to fix that at the source instead of just competing harder for the same small pool of technicians every other manufacturer in the region is also chasing.”

The company’s apprenticeship pay starts at $19 an hour during the paid training rotation, rising to $24 an hour for students who complete the full 18-month apprenticeship and accept a permanent offer, according to figures Kemp shared at the signing. Bellwater Turbine Works has committed to hiring at least 70 percent of apprentices who complete the program, though Kemp said the company expects the real number to run higher given its current staffing needs.

Building on an existing certificate program

The university’s wind-turbine maintenance certificate, developed jointly with Bellwater Turbine Works two years ago, has already become one of the fastest-growing technical programs on campus, part of a broader enrollment shift toward biotech and clean-energy majors that Castellano presented to the university’s board last year. The new agreement expands that relationship into a formal apprenticeship structure with guaranteed placements rather than the informal internship arrangements that had existed previously.

Dr. Samuel Iyer, the Bellwater State labor economist who tracks the region’s manufacturing and technology workforce, said the agreement is a rare example of a company willing to commit real money to a training pipeline rather than simply lobbying for more graduates. “Employers ask for a bigger pipeline all the time,” Iyer said. “What’s unusual here is Turbine Works putting its own engineers into classrooms and paying apprentices a wage while they learn. That’s the kind of investment that actually moves the skills-gap numbers, instead of just complaining about them.”

Faculty raise questions about oversight

Not every faculty member has embraced the arrangement without reservation. Engineering department faculty senator Dr. Priyanka Deshmukh said she supports the partnership’s goals but wants clearer rules on how much curricular authority company engineers should have as adjunct instructors, particularly around grading and academic standards that differ from a manufacturer’s training protocols. “An apprenticeship pipeline is good for students,” Deshmukh said. “But this is still a university, and we need to make sure the classroom portion of this stays academically rigorous rather than becoming an extension of the company’s internal training manual.”

Castellano said the university retains final approval over course content and grading standards, with Turbine Works engineers serving in an advisory and instructional capacity under the supervision of tenured engineering faculty. She said a faculty committee will review the arrangement annually for the life of the five-year agreement.

The first cohort of 40 apprentices is expected to begin rotations at the plant next semester, drawn from current wind-turbine maintenance certificate students as well as new applicants to the program. Kemp said the company plans to evaluate after two years whether to expand the apprenticeship slots beyond the initial 40-per-year commitment if demand for turbine components continues to grow.

A model other manufacturers are watching

Theresa Nakamura, executive director of the Bellwater Chamber of Commerce, said several other manufacturers and biotech employers in the chamber’s membership have asked about replicating the arrangement since word of the negotiations began circulating earlier this year. “This is exactly the kind of partnership our members keep telling me they want to see more of,” Nakamura said. “A company putting its own money and its own engineers into the classroom, instead of just asking the university to somehow produce more graduates on its own budget.”

Nakamura said the chamber plans to use the Turbine Works agreement as a template at an upcoming employer summit focused on the region’s hiring pipeline gaps, though she cautioned that few local employers can match Turbine Works’ scale or its existing certificate-program relationship with the university, both of which made the apprenticeship structure easier to stand up quickly.

What students say they’re looking for

Current certificate student Bradley Ostrowski, who applied for one of the first apprenticeship slots, said the guaranteed pay during training was what convinced him to enroll in the program rather than take a lower-paying entry-level job immediately after high school. “Nineteen dollars an hour while I’m still learning is more than I was going to make anywhere else without a degree,” Ostrowski said. “And knowing there’s a real job waiting if I finish, not just a certificate and a hope, made the decision easy.”

Castellano said the university hopes the apprenticeship structure, if successful, could become a template for similar agreements with other regional employers, including biotech firms that have expressed interest in a comparable lab-technician pipeline. She said any future agreements would need to go through the same faculty oversight process negotiated for the Turbine Works partnership.
