Bellwater State University broke ground Wednesday on a $42 million biomanufacturing laboratory it says will roughly double the number of students its flagship technical program can train each year, funded in part by a gift from one of the region's fastest-growing biotech employers.
Bellwater State University broke ground Wednesday on a $42 million biomanufacturing laboratory that Chancellor Eleanor Castellano called the largest single academic construction project in the university’s history, funded through a mix of state workforce-development dollars and a $9 million gift from Kestrel Biologics.
The four-story facility, planned for a site adjacent to the university’s existing science complex, will house teaching labs, a pilot-scale production suite and space for joint research projects with local biotech employers. Castellano said the university expects it to open in about two years and to roughly double the number of students the biomanufacturing program can accommodate each year.
An industry partner with a stake in the outcome
Kestrel Biologics CEO Elena Marchetti attended the groundbreaking and said her company’s gift was not philanthropy in the traditional sense. “I need people who know how to run a bioreactor and read a batch record, and right now there are not enough of them within a hundred miles of here,” Marchetti said. “This building is the fastest way I know to change that math.”
Kestrel, the Kincaid University spinout that develops gene-therapy treatments and anchors the Foundry Row biotech cluster, said last year it planned to nearly double its Bellwater workforce after closing a $64 million funding round, adding roughly 150 positions the company has said it is struggling to fill locally. Marchetti said the new lab, along with a similar pipeline effort at Bellwater Community College, was aimed squarely at that shortfall.
Dr. Samuel Iyer, the Bellwater State labor economist who tracks the region’s workforce trends, said the new facility was a direct response to a gap he has been documenting for years between regional biotech hiring plans and the number of graduates qualified to fill those jobs. “The demand side of this economy moved a lot faster than the training pipeline,” Iyer said. “This is the university finally building physical capacity to match it, not just adding a few course sections.”
Questions about pace and cost
Not every voice at Wednesday’s ceremony was celebratory. Several faculty members from the university’s existing biomedical sciences department, speaking afterward, said they worried the new building would draw resources and attention away from aging lab space elsewhere on campus that has gone without major renovation for two decades. One associate professor, who asked not to be named because he was not authorized to speak for his department, said the university had been quicker to fund new construction tied to industry partnerships than to fix leaking fume hoods in existing buildings.
Castellano acknowledged the tension but said the university had secured funding specifically earmarked for workforce-aligned construction that could not simply be redirected to general facilities maintenance. She said a separate capital request for deferred maintenance across the science complex remains before the state legislature.

The groundbreaking comes a year after the university reported that combined enrollment in its biomedical sciences and renewable-energy technology programs had grown nearly 40 percent over three years, a surge Castellano has said the university’s existing lab space could no longer absorb. She said prospective students touring the biomanufacturing program this fall had already been told to expect waitlists for hands-on lab sections next year, waitlists the new building is intended to eliminate once it opens.
City officials also attended the ceremony, including Council Member Luis Bettencourt, whose Foundry Row district borders the university and has become the center of the city’s biotech growth. Bettencourt said he saw the new lab as evidence that the district’s transformation was reaching beyond commercial real estate and into the pipeline of workers who will eventually fill Foundry Row’s offices. “A biotech cluster doesn’t mean much if the workforce driving it has to be imported from somewhere else,” he said.
University officials said the building’s design includes a rooftop mechanical system intended to support future expansion, in case demand for lab space continues to outpace projections. Castellano said she expects the first cohort of students to move through the new facility’s teaching labs within three years, with pilot-scale production space available for industry-sponsored research shortly after.
The project is being financed through a combination of a state workforce-development bond, the Kestrel Biologics gift, and roughly $6 million in university reserves, according to a spokesperson for the chancellor’s office. Castellano said the university had explored but ultimately rejected financing a larger share of the project through additional student fees, arguing that doing so would undercut the affordability message the university has tried to send alongside its enrollment growth in technical programs.
Marchetti said Kestrel’s gift was structured to be paid out over the construction period rather than as a single lump sum, with milestones tied to the building’s progress. She said the company view the arrangement as lower-risk than simply waiting for graduates to arrive on their own timeline. “We’d rather have some influence over how quickly this pipeline opens than just hope it eventually catches up to what we need,” Marchetti said.
City officials said they expect the construction project itself to generate roughly 120 temporary construction jobs over the two-year build, a detail Bettencourt highlighted as a secondary benefit of the investment beyond its long-term workforce goals. Castellano said the university has committed to prioritizing local contractors for the project where feasible, though she noted the university’s procurement rules require competitive bidding rather than guaranteed local preference.
